Every PFGMH foundation certification and every Affidavit of Affixation in this network is personally drafted, sealed, and signed by Scapular Engineering, P.E. — Missouri-licensed since 2019, focused on manufactured housing since 2014.
Civil engineer. Missouri S&T '08. Licensed in seven states. Sole signatory on every instrument this firm has ever issued.
Our P.E. earned their B.S. in Civil Engineering from the Missouri University of Science & Technology in 2008, completed the EIT program at a structural engineering firm in St. Louis, and earned their Missouri P.E. license in 2019. They spent their first six post-license years on commercial structural projects — light commercial, multi-family residential, occasional industrial work.
The MFG specialization started in 2014 with one favor for a family friend at a local title company: a foundation cert and an affidavit on a manufactured home conversion. The volume snowballed by word of mouth — title officers and closing attorneys talking to each other at the title-association lunches that pass for industry conferences in the Midwest. By 2018, MFG affixation work was steady enough to warrant its own firm: Scapular Engineering, LLC was formed that year, with a deliberate focus on the manufactured-housing intersection between structural engineering and real-property law.
Today, every instrument that crosses this network — every PFGMH certification, every Affidavit of Affixation, every FHA structural inspection, every Alumiconn wiring evaluation — is personally drafted, sealed, and signed by our P.E. One PE on every signature is a deliberate operational choice, not a scaling limitation. Title insurers know who's on the other end of the phone. Underwriters know who to call. Recorders know who's coming through the door.
Most engineering firms do everything — design, inspection, forensics, expert witness. This firm does one thing, and a few adjacent things that share infrastructure.
Scapular Engineering, LLC formed in St. Louis as a single-engineer practice. Four full-time employees today: our P.E., two field inspectors, one operations coordinator.
Four service lines, all in manufactured housing: FHA structural inspections, affixation (this firm), Alumiconn aluminum wiring evaluations, and broader MFG structural work.
Across all four service lines combined. 412 of those were affixation filings; the rest split between FHA structural, Alumiconn, and general MFG structural work.
Seven state PE licenses, all maintained through current continuing-education credits. NCEES record current.
Every PE-sealed instrument is backed by professional liability coverage adequate to the financial stakes of a real-property conversion.
E&O coverage at $2M aggregate / $1M per claim. Carrier is a national engineering-specialty insurer with A.M. Best A+ rating. Certificate of insurance available to any title insurance underwriter or lender on request.
General liability and commercial auto coverage to support on-site inspection work. Workers' compensation as required by Missouri statute. Additional-insured endorsements available for title-company partners on request.
Title companies sending us regular volume qualify for discounted pricing, dedicated scheduling, and operational concessions that match the cadence of their pipeline. Three tiers, no commitment fees, no contract minimums.
No application form. Tier qualification is automatic based on rolling four-quarter file count. First three files lock you into Standard pricing retroactively; Preferred and Enterprise tiers activate when volume crosses the threshold. We track this internally — you'll get a notification when your tier shifts.
Affixation is one of four service lines under Scapular Engineering. The other three solve adjacent problems for adjacent customers — title officers occasionally send files in two or three directions at once.
The firm itself — credentials, full service catalog, regional coverage map, partner program detail. Start here if you're new to the network.

Submit the address, the recording county, the target close. Acknowledgment within an hour. Quote same business day. Recorded within five business days — and the title officer chases none of it.
